I hope I'm doing this right, I should have taken a Computer Class.
There's a difference between me writing something I am clearly seeing and something I'm personally analyzing. I believe that with the former, Jehovah's spirit is helping me. He does not help me see everything, but what I see, I go with and write.
But, I am saying a prayer, and I'll tell you what I see for what that's worth.
First, I'm not sure what you are asking about, regarding this scripture and it's relevance to my comment, but I'll try to connect whatever dots I see.
It seems the context to these verses you gave me, is that Paul had slaved for the discipleship of the Galatians. He felt that they had received his message well (v13-15). But v16 shows a problem arose. I suspect that in verse 17, Paul was saying that the Jews came to undo the work Paul had accomplished with the Galatians (Luke 8:5,12). Apparently, these Galatians were giving in to the pressure to give up on Paul's instructions and teachings, in favor of returning to the Jewish faith/the Law. Paul was concerned he had lost them, and had to start over... trying to bring their disciple/son-ship (v7) to birth again (v19). [(Let me say here that I already suspect that some of my views on the nature of this son-ship and who we are actually sons of initially, would be a novel idea to all here, but I do expect to post my articles on this. This is relevant at this point in my post, because the anointed's son-ship under Christ must occur first, before the adoption by Jehovah. (see Ps. 45:1,16) He becomes their father the moment his ransom gives them their resurrection to spirit life. Although that's a whole other subject, the son-ship from Christ can be lost, as Paul is fearing this with the Galatians. Once the adoption by Jehovah in heaven takes place, it is forever. (Paul clearly anticipated that this adoption would occur in the future, long after his anointing (Rom. 8:23))]

We are told in v4, that Christ was born under Law, with the purpose that he might generate a new covenant and new sons from it. These sons would be set free by virtue of a new law (love) and covenant(by virtue of his blood). This is a far better covenant, and so Paul tried to get them to reason on this in the verses you gave me. He asks, basically, do you want to be slaves under the old covenant (Hagar)?(v24) Or, do you want to be under a covenant established in the heavens (Sarah)? This covenant will establish the future Jerusalem above, at the "wedding" of the Bridegroom. This new City will do away with earth-based rule (Rev21:1,2). All previous manifestations of theocracy were only a shadow of things to come. The reality from heaven will not need a physical temple, (Rev.21:10,22) for Jehovah and the Lamb are the Temple. The New Jerusalem will be made of living stones (Rev.21:14) consisting of Christ, the apostles, and the other anointed. All the citizens of this City, are free. Over these, the second death has no authority. (There are other glorious freedoms that i will explain in a later post.) This heavenly City, the reality, is the free woman, to whom all the resurrected anointed will belong. She will be their mother.
When Gal.ch 4 continues, it quotes Isa. ch54. This barren woman is Sarah. She did lament her being barren for what seemed to her, to be a long time. But she was not barren forever. In time, she did give birth to the one, Issac. This new covenant represented by Sarah (v24,28,31) also in time, gives birth. According to verse 31, her children are the sealed anointed. And according to the cross reference of Paul, Isa 54, verses 2&3 show that when this barren woman is repurchased by Jehovah (adopted), the entire earth and all it's restored inhabitants, will become hers.
And so, to get back to Galatians 4:21-26, in verse 23 it states that those born of the free woman will be done so through a promise. I suspect that this promise is the spirit's token of that which is to come, the spirit, in our hearts; as well as the emblems of the Christ (a promise that pays for our release). (2Cor. 1:22;5:5) The New Covenant we are brought into is only that, a promise, a token, until the day it sees realization. That covenant/promise was uttered by Christ at his last meal with these ones. "I make a covenant with you, for a Kingdom". He said this covenant included sitting on thrones during Judgment Day. When this covenant/promise is applied in heaven, this released, free woman will be given a tent. It will have to expand to include all of mankind. (Isa.54:2,3) This is the very same tent of Rev.21:3.
(I can't wait to post my article on Psalm 45, which breaks open the details of this glorious administration's birth and inauguration, along with the parallels in Rev. I am still trying to figure out the mechanics of the internet )
So we know this "barren woman" does not remain so. Gal. 4:31 makes that clear. She at first gives birth to her individual sealed anointed members, and then, in the future, she will shelter and "mother" all of obedient mankind (Isa 54:2,3).
[Isn't it true, that to become an anointed disciple, one must have "contact" with and learn from other ones of the spirit?.... just as Paul "gave birth" to the Galatians? (see v19)(Mt. 28:20) So this free woman can be herself, as well as her children, at the same time.] (anointed, help beget anointed)
Interestingly, v19 also shows that Christ would be formed in the anointed, just as a child is formed within a pregnant woman. This conception corresponds to initially being invited/anointed. Yet this seed must grow through refinement and obedience. The giving birth of that child is when Christ comes to fruition within the anointed (Rev. 12:4,5,13)....meaning they are finally sealed and contribute to the completion and establishment of the woman in heaven, as well as the Kingdom by Christ. (this is deep stuff, but, you asked). Once that full number is sealed, the Kingdom is established as sure...their accomplishment is protected by God, even while some of them are still remaining on earth...being persecuted. (Rev.12:5c,6,13,15)
