I recall a year or two back that the Indian govt authorized nuclear launch permissions to lower level field commanders.

I had East Indians do the dimple wrap around my house a couple of years ago when I did the weeping tile. What a cluster that was. They claimed to know what they were doing with
extreme confidence so I hired them because I was running out of time and needed to get it done. They didn't know jack and did it completely wrong. I was choked. After getting the manufacturer involved who told them directly in an email that they were doing it wrong they said: "we've been doing it for 10 years and we know what we're doing". I subsequently told them they had been doing it wrong for 10 years. I fixed it the best I could and took time and materials off the bill they sent and sent them a cheque for the balance. Grrrrrrrrr!!!!!
It's the culture. You always say yes because you want the work. Once you get the job, THEN you learn how to do it. I've seen it in IT many, many times. There's a reason a lot of IT work is outsourced to India...and that work is often of poor quality. I'm not saying Indians aren't skillful in the many facets of IT, but you're rolling the dice because of the "yes" culture.
Yeah, knowing the lower level field commanders have nuke codes is of great comfort for me. /s
