Both were instruments that Jehovah used to punish his people; Assyria destroyed the 10 tribe Kingdom and Babylon conquered Judah and razed the temple in Jerusalem. God then overthrew his appointed punishers. Jehovah's angel wiped out the Assyrian army and God took Cyrus by the hand and used him to overthrow Babylon. Both Assyria and Babylon represent the eighth king who will carry out God's purpose to its conclusion
