I think the Liz Puppet was ushered in to Screw up with her financial changes (that she formed over ten years ago) so that when Sushi introduces his (correctional) budget, it wonāt seem so bad. They had to make the situation worse before making it ābetterā so that the public would swallow the changes he is set to bring in without so much reaction. Had they not done so, the there would have more likely been riots over what they will come up with next week.
