God is our refuge and strength,
+A help that is readily found in times of distress.

The bible often refers to "earth" or "mountains" as a seen form of authority over the earth, and the heavens as an unseen form of government over humanity. The masses that live today and are not personally known to Jehovah and Christ are also mentioned as " the sea". So the current earth and heavens will be replaced by the New kingdom under Christ both in heaven and on earth.
